In the absence of Councillor Mrs B A Gage, Councillor T Middleton took the Chair.
At commencement of the meeting at 7.15pm the meeting was inquorate. It was agreed that notes should be taken.
34. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors Mrs B A Gage, Mrs J A Pell and Mrs T Shelton.
35. DECLARATION OF INTERESTS
To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive of Part 2 of the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting.
Councillor Mrs H Catley declared a personal interest in item 5 all planning applications as a Braintree District Councillor.
Councillor J Pilgrim declared a personal interest in item 5 all planning applications as a Braintree District Councillor.
36. PUBLIC QUESTION TIME
There were no members of the public present.
37. PLANNING APPLICATIONS
The Chairman of the Planning Committee, Councillor Mrs G McCoyd took the chair for the planning items:
a) Members noted all applications and comments agreed by the Sub-Committee meeting on 3rd October 2006, attended by Councillor Mrs G McCoyd, Councillor Mrs C Burne, Councillor Mrs J Wilson and Councillor T Middleton.
06/01681/FUL - 114 Gardeners Road, Halstead, Essex, CO9 2TB - Conversion of ground floor to form 2 no. flats. Members had no comments to make.
06/01866/FUL - Land East of Holmes Road, Halstead, Essex - Variation of approval No 95/00661/FUL (Relocation of dwellings and alteration to vehicle parking and access road). Members had no comments to make.
06/01865/FUL - 17 Balls Chase, Halstead, Essex, CO9 1NY - Proposed demolition of existing conservatory and erection of replacement conservatory. Members had no comments to make.
06/01895/FUL - Land Adjacent to 107 Mount Pleasant, Halstead, Essex, CO9 1EG - Erection of one dwelling - modifications to roof line and minor detail variations to planning approval 05/02184/FUL.. Members object due to overcrowding, unsuitable to the area and will blight the house next door detracting their lighting.
Members also noted all applications, comments agreed and actions taken at a Sub-Committee meeting on 25th October 2006, attended by Cllr Mrs G McCoyd, Cllr Mrs K Little, Cllr D Hume and Cllr T Middleton.
06/01918/FUL - 112 Conies Road, Halstead, Essex, CO9 1BD - Erection of two storey side extension to replace existing single storey garage. Members had no comments to make.
Councillor Mrs G McCoyd declared an interest in the following application and left the meeting whilst it was discussed.
06/01963/FUL - The Cedars, Sudbury Road, Halstead, Essex, CO9 2BB - Erection of extension to accommodate stairlights. Members had no comments to make.
06/01965/FUL - 14 Nether Court, Halstead, Essex, CO9 2HE - Erection of two storey side extension. Members had no comments to make.
06/02010/ADV - Saffron Building Society, 38 High Street, Halstead, CO9 2AP - Display of projecting non-illuminated signage. Members object to the logo being illuminated.
06/02012/FUL - The Hawthorns, 37 Colne Road, Halstead, CO9 2HT - Erection of side extension consisting of kitchen, utility and bedroom. Members had no comments to make.
06/02045/FUL - White Horse Cottage, Oak Road, Halstead, Essex, CO9 1LX Conversion of garage into annexe Members have no objection providing it is for personal use only with no renting/lettings or use as a business. The following application was returned to Braintree District Council requesting that the Area Committee consider it as the Applicant is a Member of Halstead Town Council.
06/02025/FUL - 16 Larks Rise, Sunningdale Gardens, Halstead, Essex, CO9 2HB - Installation of antenna in back garden for use of amateur radio.
Councillor J Pilgrim arrived. The meeting was now quorate
b) Members considered the following planning applications: -
06/02087/ADV - 68 High Street - Display of internally illuminated signage. Members object to internally illuminated signage.
06/02096/FUL - 3 Bouchier Way - Erection of ground floor extension. Members expressed concerns regarding the aesthetic appearance and overlooking.
38. MINUTES
The Minutes of the meeting held on 6th September 2006, in open session, having been previously circulated, were approved as a true record and signed by the Chairman.
It was proposed and seconded that item 6, Empire Filling Station, be moved to private session.
39. FIRST WORLD WAR MEMORIAL
The Chairman of the Council has requested that the Town Council considers re-defining the names on the memorial.
RECOMMENDED:
(i) That a quotation be obtained.
(ii) That a possible source of funding be investigated.
40. PRIORY HALL
Members supported the letter sent by the Town Clerk in response to a request by Braintree District Council for comments on a report dated March 2006. Members disagreed with the conclusion of the report that states there is sufficient provision to accommodate community activity without the need for Priory Hall. Suggestion was made that the Senior Citizens Centre in New Street could be refurbished and made better use of.
41. PRAM CROSSING

Members have been requested to suggest locations which they feel would benefit from a pram crossing. It was agreed to seek the views of the disabled group and an article to appear in the Halstead Gazette requesting suggestions.
42. PEDESTRIAN FLOW SURVEY
Once a year a pedestrian flow survey is undertaken on two days in the High Street. Figures were given which average 3440 a day. The Town Clerk to contact other organisations to see trends in other market towns and analyse the figures. Further discussion to take place when more information is available.
43. PUBLIC CONSULTATION ON THE ESSEX URBAN PLACE SETTLEMENT
Essex County Council in conjunction with the Essex Planning Officers Association has prepared a draft Urban Place Supplement for public consultation. The document is available on the website http://www.the.edi.co.uk/ and a copy is available in the office. Any comments members wish to make will be fed back to Braintree District Council.
44. EXCLUSION OF PUBLIC AND PRESS
The following resolution was proposed and seconded:
RESOLVED: That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public be excluded from the meeting.
