112.    APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors M J Fincken and M Gage.

113.    DECLARATION OF INTERESTS

To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive of Part 2 of the Code of Conduct for  Members and having taken appropriate advice (where necessary) before the meeting.

Councillor Mrs B Gage declared a personal interest in item 6 Planning Applications as a Braintree District Councillor.

Councillor Mrs J Pell declared a personal interest in item 6 Planning Applications as a Braintree District Councillor, a personal interest in application 08/00535/FUL - 2 Nether Court and a personal and prejudicial interest in application 08/00472/FUL - 23 Sudbury Road.

114.    PUBLIC QUESTION TIME

None. 

115.    MINUTES

The minutes of the Council meeting held on 27th March 2008 and the Annual General Meeting held on 8th May 2008 were approved as a true record and signed by the Chairman.

116.    COMMITTEE MINUTES

The minutes of the Amenities Committee held on 8th May and 15th May 2008, previously circulated, were approved. 

The minutes of the Finance and General Purposes Committee held on 8th May  and 22nd May 2008 were approved.

The minutes of the Staff Review Group held on 8th May 2008, previously circulated, were approved. 

The minutes of the Budget Working Group held on 8th May 2008, previously circulated, were approved. 

117.    PLANNING APPLICATIONS

Councillor Mrs S Diver took the chair for the planning applications.

08/00922/OUT - 58 Colne Road - erection of one bed bungalow.  Councillors expressed concern that:

i) A willow tree in the garden is not shown on the plans. This will affect the building of the proposed bungalow; and

ii) Essex CC Highways should be consulted about the dropped kerb/crossing from the existing bungalow.

08/00962/FUL - Gate House, Parsonage Street - increase height of approved outbuilding.  Councillors had no objection to this.

08/00942/ADV - 9 Bridge Street - display of advertisement signage.  Councillors had no objection to this.

08/00912/LBC - 5 Chapel Hill - removal of existing render to front and side elevations and its replacement with lime-based render; replacement of metal-framed windows to front elevation; and lime wash to new rendering.  Councillors had no objection to this.

08/00911/ADV - Martins Newsagents, 76-80 High Street - display of non-illuminated fascia sign.  Councillors had no objection to this.

08/00976/FUL - 8 Parker Way - erection of 1.8m close-boarded fence.  Councillor Mrs J A Pell having declared a personal and prejudicial interest left the room.  Councillors had no objection to this.  Councillor Mrs J A Pell rejoined the meeting.

 
118.    MAYOR'S APPOINTMENTS AND ANNOUNCEMENTS

Noted.  Councillor D Hume reported on his first duties as Mayor attending the Fun Run and visiting Halstead's twin town of Haubourdin in France.

119.    REFERRALS FROM AMENITIES COMMITTEE

            None.

120.    EXCLUSION OF PUBLIC AND PRESS

The following resolution was proposed and seconded:

RESOLVED:  That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public to be excluded from the meeting.

The Chairman closed the meeting at 8.10 pm
