85.      APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor M J Fincken and
Councillor Mrs J Pell

86.       DECLARATION OF INTERESTS

To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive or Part 2 of the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting.

Councillor Mrs S Diver declared a personal interest in item 5 Planning Applications, Planning Application 08/01193/FUL - 27 Nether Court, Halstead (architect is family friend).  Councillor Mrs B Gage declared personal interests in item 5 Planning Applications as Braintree District Councillor

87.       PUBLIC QUESTION TIME

            None.

88.       MINUTES

The Minutes of the meeting held on 15th May 2008, in open session, having been previously circulated, were approved as a true record and signed by the Chairman. 

89.       PLANNING APPLICATIONS

A Sub-Committee meeting was held on 1st July, attended by Cllrs Mrs S Diver, Mrs H Catley, D Hume and T Middleton.

Declaration of interests

Cllr Mrs H Catley declared a personal interest in Planning Application Nbr 08/01107/FUL - Maycast Nokes Precision Engineering.

08/01077/ADV - Esso Service Station, Trinity Street  - Erection of 1 no. internally illuminated free-standing, double-sided display panel.  Members had no comments to make.

08/01107/FUL - Maycast Nokes Precision Engineering, Factory Lane West - Erection of two storey extension to machine shop and a two storey extension to the sand foundry.  Members had no comments to make.

New Planning applications were discussed:

08/01193/FUL -  27 Nether Court, Halstead, Essex, CO9 2HE - Erection of two storey rear extension.
Members had no comments to make.

08/01167/FUL - Premaberg House, 22-24 High Street, Halstead, Essex CO9 2AP - Conversion and subdivision of existing building to provide 3no. dwellings, demolition of modern rear extension and erection of second floor extension and additional alterations
Members had no comments to make.

08/01168/FUL - Premaberg House, 22-24 High Street, Halstead, Essex CO9 2AP - Conversion and subdivision of existing building to provide 3no. dwellings, demolition of modern rear extension and erection of second floor extension and additional alterations
Members had no comments to make.

Proposed Zebra Crossing - report previously circulated.
Members had no comments to make.

Councillor Mrs S Diver left the meeting.

90.       MILL CHASE

Correspondence was noted.
RECOMMENDED:  That this matter be put on  Agenda for Highways Committee to review and Essex County Council Highways Dept. to be consulted on a suggestion that Mill Chase be made a one way street for vehicular access from Head Street for approximately 20 yards in a southerly direction.

91.       SEATING  IN  HIGH  STREET

Letter from Greenfield Community Housing was noted.
No obvious site for additional seating found.
RESOLVED: 
That letter be written to Greenfields giving this decision.

 92.       EXCLUSION OF PUBLIC AND PRESS

The following resolution was carried:
RESOLVED:  That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public to be excluded from the meeting.
