94. Apologies for AbsenceApologies for absence were received from Councillors H Messenger and T Middleton.

Declaration of InterestsTo declare any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive of Part 2 of the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting. Cllrs Mrs J Pell declared a personal interest in item 15 as the landowner is a friend.

There were no members of the public present.
97. MinutesThe Minutes of the meeting held on 10th July 2008 were approved.
98. PLANNING APPLICATIONS
There were no planning applications to consider.
87. REFERRALS FROM AMENITIES COMMITTEE
None.
99. FINANCIAL MONITORING
The strong financial position was noted. The Clerk was asked to break down the Activities figures to show costs of the Senior Citizen’s trips. It was agreed to continue to monitor the car park income. It was noted that Mill House lettings had increased – clerk to provide a breakdown of who is hiring this room. Clerk to provide a breakdown of the earmarked balances carried forward at 31st March 2008.
100. MONTHLY PERFORMANCEThe report was noted.
100. ANNUAL ACCOUNTSIt was unanimously RECOMMENDED that the accounts are accepted by full council.
101. TREES IN THE HIGH STREETIt was RECOMMENDED that advice is sought from Halstead in Bloom, Braintree DC and Essex CC Highways on the suitability and siting on container trees. It was suggested that the containers should have Halstead TC’s name or logo to deter theft.
102. ST ANDREWS CHURCHYARDThe background as to why the surface laid was not as expected was explained. The outcome of a meeting held with Rev. Blore and the contactor was outlined and it was agreed to arrange a meeting between the chairman, Councillors D Hume and M Fincken and the contractor to resolve this. It was understood that some complaints have been made to councillors regarding the surface at Holy Trinity also.
103. BUDGET WORKING GROUPIt was proposed by Mrs Pell, seconded by Mrs Catley, that the minutes of the Budget Working Group meeting held on 1st August 2008 be accepted.
104. EXCLUSION OF PUBLIC AND PRESS The following resolution was proposed and seconded: RESOLVED: That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public be excluded from the meeting.
The meeting closed at 9.00 pm
