190.    APOLOGIES FOR ABSENCE.  Cllrs. M Gage and D. Hume

191.   DECLARATION  OF  INTERESTS
To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive of Part 2 of the Code of Conduct for  Members and having taken appropriate advice (where necessary) before the meeting.

Cllrs. Mrs J Pell and Mrs S Diver declared personal interests in planning application no. 09/01076/FUL.

192.    PUBLIC  QUESTION  TIME
Three members of the public were present and Mr A Stephenson made a brief statement regarding planning application no. 09/01076/FUL.  It was proposed by Cllr. Pell, seconded by Cllr. Diver and carried that standing orders be suspended to allow members of the public to be consulted, if necessary, during discussion of planning application no. 09/01076/FUL.

193.    MINUTES
The Minutes of the meeting held on 9th July 2009 were unanimously adopted.

194.    PLANNING APPLICATIONS

09/01076/FUL - Greenbanks, Mount Hill, Halstead, Essex, CO9 1AD - Demolition of existing dwelling and garaging and partial site redevelopment to provide 3 no. two bedroom dwellings, 2 no. three bedroom dwellings and 2 no. four bedroom dwellings with associated garaging and landscaping.  Councillors raised no objections, but recommended this application by referred to Essex CC (for highways matters) and the Environment Agency (for flooding issues).  It was also recommended that this be determined by committee, not officers.

The members of the public left the meeting.

09/01091/ADV - Sainsbury's.48A High Street, Halstead, Essex. CO9 2JB - Display of various illuminated signage.  Town Clerk to clarify Braintree DC policy on illuminated signs in a conservation area.

09/00288/FUL - 67 Colchester Road, Halstead, Essex, CO9 2EN - Appeal on refusal of permission for construction of vehicular access and parking bay in front garden.  Noted.

09/01108/FUL - Former Papermills, Chapel Street, Halstead, Essex - Erection of 3 x 1 bed flats and 3 x 2 bed flats together with ground floor office accommodation.  Councillors objected to this application on the following grounds:
Although not in the conservation area, this proposal is too high and generally too large for a development so close to other properties in the conservation area
Only 9 car park spaces for 6 flats and up to four offices

195.    REFERRALS FROM AMENITIES COMMITTEE
There were no referrals from the Amenities Committee

196.    FINANCIAL  MONITORING and MONTHLY  PERFORMANCE
Spreadsheets giving this information had been prepared and posted to councilors prior to the meeting, but due to postal disruption most councilors had not received them prior to the meeting.  It was agreed to consider these as an additional item on the full Council agenda on 17th September when councilors had an opportunity to digest the information.

197.     SECTION 137 GRANT - 5th Halstead Guides
A letter from the 5th Halstead Guides was received asking for financial help to send two young leaders to a 100th anniversary guiding event in Edinburgh.  The total cost was £190 per person and
it was RESOLVED to make a grant of £200 towards the £380 cost of the trip.  It was hoped the girls would report back to the council on their trip.
           

198.    EXCLUSION OF PUBLIC AND PRESS
The following resolution was proposed and seconded:
RESOLVED:  That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public be excluded from the meeting.

The meeting closed at 7.55p.m.
