223 APOLOGIES FOR ABSENCE
There were no apologies for absence.
224 DECLARATION OF INTERESTS
To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive or Part 2 of the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting.
There were no declarations.
225 PUBLIC QUESTION TIME
There were no members of the public present.
226 MINUTES
The Minutes of the meeting held on 13th May 2010 having been previously circulated, were approved as a true record and signed by the Chairman.
227 PLANNING APPLICATIONS
The report showing five Planning Applications dealt with since last Council Meeting was noted.
228. YOUTH
A report was circulated by Cllr Mrs L Hilton detailing how HYPE was progressing as a group and future events planned. It was agreed that the Town Council would be there to support in a backup way in the future when required by HYPE.
Cllr Fincken has a meeting with Ramsey College on Friday 2nd July and Cllr Mrs Hilton will contact Air and Army Cadets, Guides, Scouts and St Johns Ambulance to gain their views and support for a youth council.
It was agreed that we should have a clear structure, constitution and aims before entering into detailed discussions with youth groups. It was mentioned that Sible Hedingham and Braintree both have youth councils and advice could be sought on set up, etc.
229. SIGNAGE
Butler Road notice-board - order with delivery expected before the first In Bloom judging day. Other notice boards should be cleaned and tidied on a regular basis.
Halstead entry signs - now in place and planted with summer bedding. Will be replanted with hardy plants later. It was agreed that the signs will be washed before judging.
Brown tourist signs are being discussed but are not likely to be installed until well after judging.
230. PROMOTION OF HALSTEAD
Events diary - now up and running but not as easily accessible as we had hoped. Our web controller has been asked to make it clearer. We have written to more than 40 individuals and groups in the town to ‘advertise' the launch.
It was reported that the Tour of Britain cycle race would pass through Halstead on 17th September 2010.
Town Guide - new text and photographs have been supplied to the publishers.
231. QUEENS HALL CARETAKER
Following the resignation of Mr A Smith, it was agreed to offer the post of caretaker for 20 hours per week to our part-time handyman Mr T Bickmore. This is for a trial period of 6 months. If this is not successful it was agreed that two members of the staff review group be selected as an interview panel.
232. EXCLUSION OF PUBLIC AND PRESS
The following resolution was carried:
RESOLVED: That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next items to be conducted, the press and public to be excluded from the meeting.
The meeting closed at 8.20pm.
