Members of the Council are summonsed to attend the above Meeting to transact the following business: -

1. Apologies for Absence.

2. Declarations of Interests. To declare any ‘personal' or ‘personal and prejudicial' interests relating to items on the agenda having regard to paragraphs 7 to 11 inclusive of Part 2 of the Code of Conduct for Members and having taken appropriate advice (where necessary) before the meeting. (form available on request)

3. Public Question Time. A maximum period of 10 minutes to allow members of the public to ask questions or to make statements.

4. Minutes. To approve the minutes of the meetings held on 8th November 2006.

5. Planning Applications. Dealt with by the Planning Committee. - ALL MEMBERS OF THE COUNCIL ARE MEMBERS OF THE PLANNING COMMITTEE. Chair of Planning - Councillor Mrs. G.A. McCoyd.

At a Sub-Committee meeting on 8th December , attended by Cllr Mrs G McCoyd, Cllr D Hume and Cllr T Middleton, Members agreed the following:-

06/02232/FUL - Land North of 75 Abels Road, Halstead, Essex.  Erection of 1 no. 2 bedroom bungalow - Members had no comments to make.

06/02242/COU - 8 Bridge Street, Halstead, Essex, CO9 1HT - Change of use of land to accommodate outdoor seating area.  Members had no comments to make.

06/02284/FUL - The Royal Oak, High Street, Halstead, Essex, CO9 2JB - Replacement of existing garden shelter and erection of new and enlarged shelter and construction of new timber decking areaMembers had no comments to make.

06/02285/LBC - The Royal Oak, High Street, Halstead, Essex, CO9 2JB - Replacement of existing garden shelter and erection of new and enlarged shelter and construction of new timber decking area.  Members had no comments to make.

06/02304/LBC - 13-15 Hedingham Road, Halstead, Essex, CO9 2DA - Erection of cooker extraction fan duct to gable end wall and removal of modern infilling brickwork forward of the chimney breast to give access from the cooking and reception area to the restaurant area.  Members voiced concern over the cooker extraction fan duct being detrimental to the appearance of the Conservation Area.

06/02308/FUL - Garage at 14 Tryon Court, Halstead, Essex, CO9 1BX - Demolition and reconstruction of end garage to block.  Members had no comments to make.

06/02361/ADV - 36-38 Bridge Street, Halstead, Essex, CO9 1HT - Display of advertisement signage to rear elevation.    Members object on the grounds of it being obtrusive and detrimental in a listed area.

06/02365/FUL - 42 Highfields, Halstead, Essex, CO9 1NH - Erection of ground floor rear extension to kitchen.  Members had no comments to make.

06/02369/FUL - Land between 25 and 27 Bois Hall Gardens, Halstead, Essex, CO9 2HX - Erection of 2 no. two bed semi-detached houses and garages and associated works.  Members object due to overcrowding on the site.

At a Sub-Committee meeting on 19th December, attended by Cllr Mrs G McCoyd, Cllr D Hume and Cllr T Middleton, Members agreed the following:-

06/02404/FUL - 48 Firwoods Road, Halstead, Essex, CO9 1NF - Demolition of existing garage and erection of single extension.  Members had no comments to make.

06/02463/FUL - 39 Colne Road, Halstead, Essex,CO9 2HT - Erection of single storey rear extension. Members had no comments to make.

06/02494/FUL - 38 Harvey Street, Halstead, Essex, CO9 2LH - Erection of double garage with access from Weavers Row.  Members had no comments to make.

10. Halstead History Society. Oral update on move to Mill House.

11. Exclusion of Public and Press - To give consideration to adopting the following resolution: - "That pursuant to the provisions of section 1(2) of the Admission to Meetings Act 1960, in view of the next item to be conducted, the press and public to be excluded from the meeting."
